He was born in rural small village called Sandwe village of Sandwe Chiefdom, lusangazi District Zambia on 2 May 1993. Academic He started his education in 2003 and completed my grade 12 in 2014. He is currently pursuing his Bachelor’s degree in Business Administration Occupation. He started his conservation leadership journey in 2016 when he was elected as Chairperson for Sandwe community resources board. Later in 2020, December 4 he was elected as President for Zambia Community Resources Board Association. This marks his current highest office to work on in conservation of wildlife and other natural resources.

Rodgers Lubilo grow up in a rural Zambia near the South Luangwa National Park in the Eastern province of Zambia. He started off his conservation career as a community volunteer in supporting Community Based Natural Resources Management (CBNRM) programmes through the Norwegian government support Luangwa Integrated Resources Development Project (LIRDP) in the mid-90s. As a young man he understood the politics of managing Africa’s natural resources. He has risen through the ranks to work and support CBNRM programmes not only in Zambia but the Southern African region. Dr Lubilo holds a PhD in Development Sociology from Wageningen University Netherlands with key focus in wildlife conservation and CBNRM, prior to his PhD, Lubilo obtained a Master of Science degree in Conservation and Rural Development at Durrell Institute of Conservation and Ecology.
For more than two decades he has worked with various communities in Zambia south Luangwa, Kafue and now North Luangwa. He also worked with conservancies in Zambezi region of Namibia supporting institutional development. In South Africa, he supported the institutional development of Somkhanda Community Conservation in KwaZulu Natal. In Mozambique, he worked through with the Southern African Wildlife college and WWF-SA to support CBNRM in Mangalane community of Mozambique. Conducted various governance research and support to conservation Trust in the ngamiland and Okavango Delta of Botswana.
He is currently, the Chairperson of the Zambia CBNRM Forum and Senior Technical Advisor to the Frankfurt Zoological Society North Luangwa Ecosystem project in North Luangwa. He is a strong advocate for community rights in conservation, devolution of rights and revenues and good governance. He brings years of experience in building strong community institutions, partnerships and networking.

Bupe Banda is a CBNRM practitioner and community rights advocate with over 9 years of hands-on experience, dedicated to empowering local communities to sustainably manage their natural resources for improvement of their livelihoods. With a master of Philosophy in Conservation Leadership from Cambridge University and a Bachelor’s Degree in Environmental Education from the University of Zambia, Bupe embraces the philosophy that conservation’s success hinges on empowering those whose livelihoods depend on natural resources – the front lines in the fight against poaching and IWT.

Racheal Nkhoma’s career began in 2015 as a Trainee Environmental and Health
Inspector with Chongwe Municipal Council. She later gained practical experience in
environmental monitoring as a trainee at Konkola Copper Mines in 2018 under the
environment department. From January 2021, she joined the Zambia Community
Resources Boards Association (ZCRBA), first as Governance Analyst and then as
Programmes Manager from January 2022, specializing in community governance,
gender mainstreaming, capacity building, project management and stakeholder
engagement in natural resource management.
Over the last years, Racheal has contributed to the management of diverse and
impactful projects that include the Community-Based NRM Capacity and Advocacy
project, the Forest Landscape Restoration Project and currently the Scale-up Human-
Wildlife Conflict Mitigation Measures in the MAZA TFCA. In addition to overseeing
project management functions and performance assessments, her role focuses on
building partnerships with stakeholders, donors and government agencies and
contributing to positive change by driving effective community engagement and
impactful conservation outcomes.
Academically, she holds a Bachelor’s Degree in Environmental Education form the
University of Zambia and is currently pursuing a Master of Science in Environmental
Natural Resources Management at the University of Zambia. Further, Racheal has
earned specialized certificates that include a wildlife economy and CBNRM practice
from the University of Florida under the life through wildlife program’s second cohort
and a trainer of trainer’s certificate from the Integrated Lands Resources Governance
programme.

Kutemba Sakambuta is an accomplished practitioner in Community-Based Natural
Resource Management with five years of progressive experience in environmental
education, resource development and sustainable community programming. In 2020,
she joined the Zambia Community Resources Board Association as an Assistant
Administrator and gender personnel, in her capacity she also facilitated capacity-
building trainings on gender equality, coordinated community-based decision-making
processes and managed organizational data and reporting systems to support local
resource governance. Her commitment to gender advocacy and participatory
approaches reflects practical skills in planning, conducting awareness campaigns,
supervising training programs and supporting community development initiatives.
Transitioning to an Administrator and Governance Officer at the Zambia Community
Resources Board Association in 2022, Kutemba contributed to the strategic direction,
operational planning, and institutional capacity building of both national and regional
associations. Her responsibilities include liaising with government partners, policy
coordination, financial management and development of communication networks at
national scale. From 2024 to date, she has been a key contributor to the management
of the Revitalization of CBNRM in Zambia Project under the support of a consortium of
3 partner Organizations (Jamma International, TNC and FZS)
Academically, Kutemba holds a Bachelor of Arts in Public Administration from
Livingstone International University of Tourism Excellence and Business Management,
a Secondary Teachers Diploma and specialized training in wildlife economy and
CBNRM practice from the University of Florida, alongside USAID-led leadership and
social norms change workshops certificates.
